Bought a new (used) negative battery cable with the wires and replaced it all. Appears to do it more often when turn signal is used.

As a data point, i replaced the $30 wiper stalk on my wife's 2013 ford explorer when the wipers started coming on by themselves. Trying to turn them off with the switch doesn't work but they stop eventually.
